To obtain Zapdos on Pokémon Quetzal (v0.8.1) you need to build a full team of 6 Electric-type Pokémon. Then, head to the Power Plant and make your way to the generator room. Zapdos will appear there at level 30.
To access this area, you’ll need to have HM03 Surf. You can catch Zapdos even before completing the Pokémon League.
