To obtain Deoxys on Pokémon Quetzal (v0.8.1), you must have completed the Pokémon League and reached the Battle Frontier. In the shop located right next to the Pokémon Center at the Battle Frontier, you can purchase the ticket to Birth Island for 100,000 Pokédollars.
After buying the ticket, head to Slateport City and use it at the port. Once you arrive on the island, you'll need to interact with the black triangle found there. Be careful—not changing direction more than twice is key. If you do, the triangle will reset, and you’ll have to start over.
