To obtain Dratini on Pokémon Quetzal (v0.8.2) you must head to the Safari Zone. Once inside, go east until you find a lake. In this lake, Dratini will appear with a low probability while using Surf. If you have already spotted it, the DexNav will help you increase the chances of encountering it.
In Pokémon Quetzal, unlike the original games, Dratini evolves into Dragonite earlier. You only need to level it up to 45 for it to evolve into Dragonite.
