To obtain Jirachi on Pokémon Quetzal (v0.8.2), you must prepare a team of 6 Pokémon that each know the move Wish. You can teach this move to compatible Pokémon through the in-game menu. Flabébé, for example, learns Wish at level 20 and can be found in the tall grass on Route 123.
Once your team is ready, head to Mossdeep City and interact with the white rock located above the Space Center. This will trigger the event, and you’ll face Jirachi in a level 50 battle.
