To obtain Galarian Zapdos on Pokémon Quetzal (v0.8.1), you must first place Kantonian Zapdos in the first slot of your team, followed by four Fighting-type Pokémon. These Fighting-types can be from any region. Make sure to leave one slot empty in your party.
Once your team is set up, head to Route 110, specifically to one of the spots where you usually battle your rival. There, Galarian Zapdos will be waiting and will appear at level 30. You can see how to get it in this video.
