To obtain Heatran on Pokémon Quetzal (v0.8.1) you must follow a few simple steps. First, make sure you have a full team of 6 Fire-type Pokémon from any generation. Once your team is ready, head to Lavaridge Town to access the Magma Hideout.
You can enter the hideout either via the cable car or through the town entrance using the acro bike.
Inside the hideout, you’ll need to find a room filled with machines—use the reference image to guide your way.
