To obtain Lugia on Pokémon Quetzal (v0.8.1), you must first complete the Pokémon League and head to the Battle Frontier. Once there, go to the shop next to the Pokémon Center and purchase the Mystic Ticket. Then, fly to Lilycove City, use the ticket at the harbor, and travel to Navel Rock.
Once on the island, enter the cave and take the path to the right—the one that goes down the stairs. Keep descending through multiple floors until you finally reach the chamber where Lugia is waiting at level 70.
