To obtain Victini on Pokémon Quetzal (v0.8.1), you must have a team with 5 Fire-type Pokémon and more than 1 million Pokédollars. Once you meet these conditions, go to Slateport City. Victini will appear right in front of the lighthouse near the beach.
It will be waiting for you at level 20, the same level as in the original Pokémon Black and White event on the Nintendo DS.
