To obtain Shaymin on Pokémon Quetzal (v0.8.1), you must have a full team of 6 Grass-type Pokémon that all know the move Sweet Scent. You can catch any 6 Grass-type Pokémon and teach them Sweet Scent through the move menu.
Once you meet these conditions, head to the front of the Pretty Petal Flower Shop.
In this same shop, you can also purchase the Gracidea, the key item used to change Shaymin into its Sky Form. The Gracidea will be available in the Key Items section.
