To obtain Frigibax on Pokémon Quetzal (v0.8.1) you must go to Mossdeep City and head north to Shoal Cave. Go to the deepest part of the cave, in the icy section. Frigibax will appear in this area with a low encounter rate.
In Pokémon Quetzal, unlike the original games, it evolves earlier. You only need to train it up to level 45 to obtain Baxcalibur.
