To obtain Deino on Pokémon Quetzal (v0.8.2) you must go to the Pokémon Center located before Victory Road. From there, go down the waterfall to reach Route 128, then use Dive until you find the Seafloor Cavern, the hideout of Team Aqua.
In the first room, Deino appears with a low encounter rate. In Pokémon Quetzal, unlike the original games, it evolves earlier. You only need to train it up to level 45 for it to evolve into Hydreigon.
