To obtain Celebi on Pokémon Quetzal (v0.8.1), you must have Suicune, Entei, and Raikou in your team, placed in that exact order. The rest of your party must consist of Grass-type Pokémon, and each one must know the move Sweet Scent. Additionally, your character must be Gold, and the FOLLOWERS option must be set to 3 (meaning only Suicune, Entei, and Raikou follow you).
Once all conditions are met, go to Petalburg Woods and use Sweet Scent to make Celebi appear. It will be at level 30, and you can obtain it even before completing the Pokémon League.
