To obtain Mew on Pokémon Quetzal (v0.8.1), you must first defeat the Pokémon League and reach the Battle Frontier. At the shop next to the Pokémon Center in the Battle Frontier, you can purchase the Old Sea Map for $100,000. Once you have it, fly to Lilycove City and head to the harbor. Inside, use the map to travel to Faraway Island.
Once there, follow the path until you reach a room filled with tall grass. Solve the puzzle inside to encounter Mew, who will be waiting at level 30.
